Originally there were 4 phases as describes below. However, NAVSEA continued to develop and deploy new systems, equipment and procedures based on the lessons learned from the USS Cole. That includes the replacing of all fleet OBA's with the SCBA. The Damage Control Tactical  Management System (DCTMS) installed on 59 DDG's and CG's. The Damage Control, Firefighting and CBR prop kits. DCRS high visibility equipment bags and Rapid Plotting.

Equipment will be shipped in 4 phases as defined below:

Phase I, started in June of 02, completed September 02 for CG, DDG, and FFG in service sponsored ships. Some of the new construction ships in this time frame through today are outfitted. Phase 1 consisted of the following items:

  • Leather Palm Gloves w/ Stowage Bag

  • Escape Trunk Reflective Marking

  • DC High Visibility-Utility Belt

  • P-100 Champion Fire Pump Adapter

  • DC Light Streamer w/ Lamp Cover & Lamp Cap

  • Forcible Entry Tool

  • Digital Camera

Phase II, started in September 02 and completed March 03 for CG, DDG, and FFG in service sponsored ships. Some of the new construction ships in this time frame through today are outfitted. Phase 2 consisted of consisted of a Diesel Generator and Nonskid Escape Trunk Tape and ladder rungs.

Phase III, consisted of adding additional Emergency Escape Breathing Devices (EEBD’s) aboard ship. These installations were only completed for new construction ships from March 03 through today and were linked to the shipyard availabilities.

Phase IV, consisted of  DCWIFCOM Radio Maintenance-Upgrade for the FFG class and to improve DC portable communications as possible and available.

PHASE I: USS COLE – LESSONS LEARNED EQUIPMENT

On October 12, 2000 the USS Cole (DDG 67) suffered a terrorist attack in Aden Yemen causing major damage to the ship. Out of this attack and the following weeks a Lessons Learned Report was developed. Eleven items were identified to aid the Damage Control personnel in being more efficient in handling a major conflagration.

The following items have been procured* and outfitted* to ships as part of the above lessons learned equipment: * only CG, DDG, FFG, class ships was funded to receive the equipment.

Leather Palm Gloves (NSN 8415-00-268-8350), with Stowage Bag (1HM0099-LL-H60-2935): As part of the clean up of debris, the damage control personnel were using fire fighters gloves. Consequently, the gloves were contaminated with oil and grease, thus, rendering them useless for fire fighting. The gloves provided in the kit are inexpensive throwaways for picking up debris.
Outfitting Allowance: 36 pair of gloves and one stowage bag per Damage Control Locker.

2.

Escape Trunk Reflective Marking (NSN 7690-01-498-1113): It was found that when sounding the ship it was very difficult to determine how much water had been taken on. The reflective marking tape is to be installed in the escape trunks. This will allow for a rapid determination of how much water has been taken on. The tape is marked in one-foot increments starting closest to the hull. All the DC personnel will have to do is shine a light down the escape trunk and they will be able to determine how high the water level is in any escape trunk.

Damage Control High Visibility-Utility Belt with Pouch, (1HM0099-LL-H60-2936): While moving about the ship after the attack it was found that the coveralls used would not hold notebooks, flashlights, radio’s, etc. The DCHV-UB is designed to hold notebooks, pen’s, flashlight’s etc. in a pouch that is attached to a highly reflective belt for safety. The pouch is also attached via a strap around the leg to prevent pouch contents from spilling.

4.

P-100 Champion Fire Pump Adapter (1HM0099-LL-H59-7285): The USS Cole experienced extensive flooding inside two main engineering spaces with water depth continuously changing. The escape trunks of the flooded spaces were used to dewater, and/or monitor the level of the flooding. It was found that a single P-100 pump was insufficient and being able to couple two pumps together would allow increased efficiency.
Outfitting Allowance: 2 Adapters per ship stowed with selected P-100 pumps.

5.

Damage Control Light Streamer (1HM0099-LL-H59-7281), Lamp Cover (1HM0099-LL-H59-7282), and Lamp Cap (1HM0099-LL-H59-7283): After the attack there was no ships power available for an extended period of time and battle lanterns provided insufficient light for working party’s. The light stringer is 100 feet long with a 45-ft. pigtail on the male end and a 5-ft. pigtail on the female end and 10 60-watt lights starting at the 45-ft. mark.

Forcible Entry Tool, (Hooligan Tool) NSN 5120-00-009-5044: It was determined that additional forcible entry tools would have added to the ability to reach personnel and enhanced the clean up operation.
Outfitting Allowance: 1 per DCRS.

7.

Digital Camera (1HS0000-LL-CQA-7958): The use of a digital camera to send photos of specific damaged areas would have enhanced the ability of damage control personnel to communicate with outside sources and receive advice on how to proceed in repair and clean up.
Outfitting Allowance: 1 Camera/64MB smart card/Camera Bag/USB cable per ship. Assigned to the Damage Control Central (DCC).

PHASE II

8.

Portable Diesel Generator Model #ES 5500X (NSN 6115-01-501-7368) and Cover (1HM0099-LL-H59-7278): Ships power was lost for an extended period of time and an external power source for lighting and to charge ships radio batteries was considered essential. Generator has detachable fuel tank. Fuel Tank can be stowed in P-250 Pump Locker on Weather Deck. Generator should be out of weather, adjacent to weather deck for easy access.

9.

Nonskid Escape Trunk Tape/Rung Cover (1HM0099-LL-H59-7279 for Rung Cover 18” in. and 1HM0099-LL-H59-7280 for Rung Cover 12” in.): As an additional safety measure it was determined that nonskid tape should be added to the rungs in the escape trunk.
Outfitting Allowance: 1 set per escape trunk. Two sizes available see AEL for size specific to your ship class.

PHASE III

10.

Emergency Escape Breathing Devices (EEBD’s), Model M20.2 (NSN 4240-01-439-5937): After the attack it was determined that additional units were required in crews messing, CPO mess and the training/learning center. An increase of approximately 15% of seating capacity will be added along with appropriate lockers and brackets.


PHASE IV

11.

DCWIFCOM Radio (1HM0099-LL-H59-7284) Maintenance-Upgrade: The TYCOMS have requested that the DCWIFCOM system be upgraded on FFG class and improve portable DC comms on other classes for repair party personnel.
